Incheon Metropolitan City (Mayor Park Nam-chun) and Incheon Port Authority (www.icpa.or.kr, President Choi Jun-wook) announced that they will officially launch the building of Incheon Port Smart Auto Valley, a project to relocate the Songdo used car export complex and to further advance the used car export industry in Incheon.

 

IPA conducted the Smart Auto Valley operator recruitment process for some 50 days, from November 3 to December 22 of this year, and plans to start the project early next year after selecting an operator. The first phase of the project will be completed by 2025 along with the relocation of the Songdo used car export complex.

 

The project aims to build an eco-friendly and cutting-edge version of an advanced used car export cluster in two stages, situated in the 398,155m² hinterlands near Incheon Namhang Port Embankment Pier.

 

Incheon Port is Korea's used car export hub, accounting for approximately 90% (346,000 units) of the nation's 385,000 used car export volume as of last year. Incheon City and IPA's plan is to relocate the Songdo used car export complex, which is currently operating in an underdeveloped environment near Songdo Recreation Area, to Smart Auto Valley. It will be equipped with culture and tourism contents, transforming the used car export industry into a high value-added industry that drives the local economy.

 

□ IPA‘s export business of used cars has a large ripple effect on various industries from maintenance to trade. IPA claims that Smart Auto Valley is expected to function as a catalyst for the revitalization of neighboring commercial areas and regions by generating approximately KRW 510.2 billion in production, inducing added value of KRW 302.4 billion, and creating 6,553 jobs.

 

□ IPA is conducting a feasibility study for the construction project of Incheon Namhang Port Bypass Road (Bridge) to relieve the inconvenience of local residents due to traffic congestion. Following economic analysis, project feasibility was analyzed to be sufficient at B/C 1.18. IPA plans to promptly start the construction of the bypass road, a long-awaited project for local residents. In addition, in cooperation with the city, IPA plans to minimize inconvenience by preparing additional traffic measures, such as the maintenance of pier roads before the completion of the bypass road.

 

IPA is also planning to create a waterfront park and promenade in Smart Auto Valley as a resting space for walking and enjoying the sea view, and to contribute to the activation of pier tourism by adding sports and cultural facilities. When the coal wharf is relocated to Donghae Port, the existing coal wharf's dolphin facilities will be converted into a Skywalk tourist attraction, another landmark of Incheon, IPA said.

 

□ “With enjoyable cultural and tourism contents, Smart Auto Valley will become a new landmark in Incheon, not just the worn down used car export complex" said Kim Jong-gil, vice president of IPA’s operation division. He added, "IPA will form an organization so that the opinions of local residents can be reflected as much as possible in the operation of Smart Auto Valley.”

 

□ Meanwhile, the city and IPA have come up with a win-win plan with local residents through consultations with related organizations such as the Incheon Regional Office of Oceans and Fisheries and the Jung-gu Office to persuade local residents. A briefing session for 22 resident groups in coastal areas, including those from the Life Beach APT complex, was recently held. IPA plans to sign a public/private partnership agreement this year to ensure the implementation of the win-win plan.

 

□ In particular, the city has closely communicated with key counterpart figures on over 20 occasions since the end of last year to resolve objections from residents in Yeonan-dong area, coming up with the win-win plan by accepting resident requirements. Some members of the city council, such as Ahn Byung-bae and Park Jung-sook, and officials from the Jung-gu Office are known to have helped prepare measures to revitalize the region.

 

The city of Incheon is currently planning to figure out ways to service promotion plans that would enhance the revitalization project of Yeonan-dong by operating a task force team since last April, with Jo Taek-Sang(Deputy mayor of the department of egalitarian development) as the team leader. They are expecting to launch practical servicing next year, and is looking forward to improve the lives of many Incheon residents as well as activate the local economy by giving the Yeonan-dong area a major makeover which would turn it into a futuristic and sustainable tourist attraction.

 

According to mayor Park Nam-Chun, “the city will support the Smart Auto Valley Project to its fullest, so that it can no longer be deemed as a distasteful liability of the community, but a major tourist attraction encompassing the creation of marine space along with various revitalization projects of the urban areas of Yeonan-dong.”.
